NITI Aayog, Government of India has released the School Education Quality Index 2019, which evaluates the performance of states and union territories in the school education sector. Kerala has been ranked first, with Rajasthan and Karnataka second and third, while Uttar Pradesh is last in the list of 20 large states. Jharkhand, Bihar, Punjab and Jammu & Kashmir are among the lowest-ranked states in the list. For ease in comparability, the states have been categorized as small and large states, while union territories have been categorized separately. The report aims to measure the quality of school education on the basis of 44 indicators – 29 outcome indicators and 15 governance and management indicators – against which the progress made by states can be tracked annually. It has been prepared with the help of the World Bank and other technical experts and is based on 2016-17 statistics.
